The involvement of social partners in policymaking during the COVID-19 outbreak

The Covid-19 pandemic and subsequent lockdowns have brought the biggest shock for the European Union (EU) since the founding Treaties, severely challenging economic and social activity and societal life. In this context, the overall policymaking was challenged as it was the usual way of involvement of the social partners in the design of the policy measures adopted under the emergency situation.

This study focuses on the involvement of social partners in the formation and/or implementation of those policy measures adopted and implemented during the first months of the COVID-19 crisis. It also covers the involvement of the social partners in the elaboration of the 2020 National Reform Programmes in the context of the European Semester.  The study is mainly focussed on tripartite social dialogue, whatever the form it takes at national level.
