CONSULTANCY SERVICE FOR THE ANALYSIS AND DESIGN OF INTERVENTION METHODOLOGY FOR THE LABOUR MARKET INTEGRATION OF PEOPLE AT RISK OF SOCIAL EXCLUSION, AND ITS MONITORING AND EVALUATION SYSTEM

Save the Children has signed an agreement in November 2021 for the implementation of an Integral Pilot Project for the Social and Labour Inclusion of Families at Risk of Social Exclusion in the framework of the Recovery, Transformation and Resilience Plan with the Ministry of Social Inclusion, Social Security and Migration. It will be responsible for carrying out its pilot project in four territorial intervention units: Fuenlabrada, Cadiz, Seville and Melilla. Within the framework of this Project, the NOTUS consultancy service consists of presenting the keys and evidence that, substantiated in an intervention methodology, will enable Save the Children to address labour market insertion in a way that is coherent with the organisation’s mission, theory of change and strategic objectives. Secondly, a monitoring and evaluation system will be designed, capable of generating information based on evidence, both for accountability and for measuring impact, which will serve as a key instrument for monitoring the implementation of the identified methodology and strategies for socio-labour insertion. Within the service, 4 phases are specified:

  1. Situational diagnosis of the labour market and the opportunities for labour inclusion in its different modalities and lines of action in the 4 territories where Save the Children will develop its Pilot Projects.
  2. Intervention guide based on methodologies for labour inclusion with families at risk of social exclusion.
  3. Monitoring and evaluation (M&E) system.
  4. Presentation of the products and training of the technical team.
