The plenary session of the Sant Cugat Employment Pact has approved the Local Employment Strategy for 2026–2030, which was prepared with the technical support of Notus

On 20 November 2025, the Plenary of the Pact for Decent and Quality Employment of Sant Cugat del Vallès approved the new Local Employment Strategy for 2026–2030. This document will guide the municipality’s employment policies over the next five years. This strategy was developed through an extensive participatory process, with technical support provided by Notus for the methodological coordination, diagnosis, and design of the strategic proposals.

The new strategy is intended to strengthen the quality of employment, improve the integration of vulnerable groups, connect training with the labour market, and reinforce local governance in the field of employment.

A participatory process with the technical support of Notus

Notus collaborated with the City Council of Sant Cugat to coordinate the work process involving the town’s main social, economic and training organisations. These include CCOO, UGT, PIMEC, CECOT, Sant Cugat Empresarial, the Terrassa Chamber of Commerce, the Sant Cugat Institute of Further Education, third sector entities, and the Catalan Employment Service.

The Notus team has been responsible for:

  • socio-economic and labour market diagnosis;
  • the design and facilitation of participatory workshops;
  • the systematisation of emerging challenges and proposals;
  • the drafting of the Local Employment Strategy 2026-2030.

This collaborative process enabled different perspectives to be integrated and a strategy to be developed that meets the city’s needs.

Objectives and axes of the Strategy

The document approved by the Plenary of the Pact establishes:

  • 4 strategic challenges;
  • 4 lines of work and nine operational objectives;
  • 12 priority projects and 26 actions to be implemented by 2030.

The central axes are located in:

  • inclusive labour market integration;
  • training connected to the labour market and anticipating needs;
  • the promotion of the Social and Solidarity Economy;
  • the consolidation of shared governance, which reinforces coordination between the administration, companies, and other entities.

The strategy has been valued by institutional representatives as a decisive step towards an employment model that combines economic competitiveness, social cohesion and sustainability. Despite the low unemployment rate, inequalities in access to quality work remain a challenge for the municipality. Social and business agents have emphasised the importance of aligning training with production requirements and addressing structural issues such as access to housing and integration programmes for vulnerable groups.

Through this project, Notus strengthens its track record in territorial consultation, designing local employment strategies, and facilitating participatory processes. Our work has helped to create a robust, consensus-based strategic document that will enable Sant Cugat to transition to a fairer, more competitive and sustainable employment model.
