Notus collaborates in the definition of the possible Governance Model for territorial consultation in the Alt Penedès region

Notus participates in the elaboration of a proposal for the development of the Governance Model for territorial concertation in the Alt Penedès. This project, promoted by the County Council of Alt Penedès and with the support of the Diputació de Barcelona, has had the objective of exploring the possible models of collaboration between the different key agents of the territory for the effective implementation of the Active Employment Policies (PAO) and the socio-economic development of the county.

Actions undertaken and results achieved

The project has been structured in three main phases:

  • Phase I: Basis of the Governance Model. A comparative analysis of different models of territorial concertation that have been developed in Catalonia and other autonomous communities has been carried out. From this analysis, good practices and elements of transferability have been identified to adapt them to the reality of the Alt Penedès county. This study has served as the basis for the preparation of a preliminary document of proposals for key elements of governance and monitoring indicators. In addition, in-depth interviews have been carried out with stakeholders in the territory, including institutional, business and trade union representatives, to gather their perspectives and previous experiences in consultation processes in the county. These interviews have made it possible to identify needs, challenges and opportunities for the effective implementation of a future governance model in the county.

  • Phase II: Participatory development. To guarantee effective consultation, a Participation Document has been designed and distributed, which has enabled the contributions of the stakeholders of the territory to be collected. This participatory document served as a working document for the conference organised on 19 December 2024 in Vilafranca del Penedès, with the different stakeholders. The conference was devoted to working together on a technical proposal for a governance model, exploring aspects such as transparency, coordination and efficiency in the implementation of policies. This session was attended by experts and institutional representatives, consolidating the bases for a more efficient and effective system of consultation to discuss the key elements of the possible model, defining the possible processes of participation, coordination, evaluation and communication.

  • Phase III: Validation, awareness-raising and training. Finally, two training sessions were held for technical staff with the aim of improving resources and tools for the implementation of the OAPs in the region. The first day focused on the identification of funding sources, especially from the European Union. he second day was on Territorial Concertation. Tools for the application of the Governance Model and the Monitoring and Evaluation System based on the different experiences analysed in Phase I, explaining the regulatory process developed by the Catalan Employment Service.

Impact and future perspectives

As a result, a technical proposal of what the model of territorial governance in Alt Penedès could be like has been elaborated. This is a first step towards the final definition and implementation of a new territorial governance model that provides a stable structure for territorial coordination, ensuring coordination between institutions, companies and social agents. This initiative will allow a more efficient planning of Active Employment Policies, facilitating decision-making based on clear indicators and consensual participation mechanisms.
